Public service renewal has become a major priority of the federal government and many provincial governments. The interest in renewal is driven by a number of diverse but converging factors:

The magic ingredient that is both the glue that holds the organization together and the lubricant that keeps things rolling. Sharing the mission, vision and values, listening to people, communicating through multiple media to multiple stakeholders. Communication has become a key skill and is the area where leaders are most likely to fail.
